Huge efforts have been taken in recent years by the government to ensure the development of the non-oil sector in Azerbaijan. The Decree of the President of Azerbaijan Republic Ilham Aliyev, entitled “On additional measures aimed to tourism development” and dated September 1, 2016 opened up new horizons in the future development of this sector.
According to the Decree, one of the envisaged events under this initiative is the Baku Shopping Festival to be held in the capital city. The intended annual festival will take place later this year from April 10 to May 10 in Baku.

In particular, tourists and consumers visiting for the Festival is expected to increase from Russia, Kazakhstan, UAE, Saudi Arabia, Qatar, Bahrain, Iran, Turkey, Georgia and other countries.
The organization of the festival has been assigned to the Azerbaijan Convention Bureau under the Ministry of Culture and Tourism of the Republic of Azerbaijan. Citizens of Azerbaijan will be able to benefit from the VAT refund program only if they buy goods from participants and businesses who submitted the form on the website of the Baku Shopping Festival and registered at the Ministry of Taxes of the Republic of Azerbaijan. In order to make the Festival more interesting and attractive, everyday entertainment activities will be held in shopping malls, Fountains Square and the Seaside National Park. At these events, DJs and animators performances, concert programs, flash mobs, mascots parade, dances, and acrobat shows will be organized.
During the Festival information booths will be set up on the central streets, hotels and shopping malls throughout the capital city.
